What Is Peppol e-Invoicing?
"E-invoicing" and "Peppol e-invoicing" get used interchangeably, but they're not the same thing. Here's the difference, in plain English, and why it matters if you invoice an Irish public sector body.
E-invoicing vs. Peppol e-invoicing
"E-invoicing" just means sending an invoice electronically instead of on paper. By that loose definition, emailing a PDF invoice counts as e-invoicing — but a PDF is still just a picture of an invoice. A computer receiving it can't reliably read the invoice number, the VAT amount or the due date out of an image or a loosely formatted document; a human still has to open it and key the numbers into an accounting system.
Peppol e-invoicingis a specific, structured form of e-invoicing. Instead of a PDF, the invoice is a machine-readable XML document (in the UBL 2.1 format) that moves across the Peppol network — an international infrastructure for exchanging business documents — directly from the sender's system into a field-by-field structure the recipient's system can process automatically, with no re-typing and no image to misread.
How does the Peppol network actually move an invoice?
Peppol works on what's often called the "four-corner model":
- Corner 1 — the supplier creates the invoice (that's you).
- Corner 2 — the supplier's Access Point converts it to the standard Peppol UBL format and puts it on the network.
- Corner 3 — the buyer's Access Point receives it off the network.
- Corner 4 — the buyer (e.g. the HSE or a local authority) gets a structured invoice straight into their finance system.
Every participant on the network has a unique Peppol ID — for Irish businesses this is usually based on your VAT number. You never need to know or contact the buyer's Access Point directly; your own Access Point (like PeppolInvoice.ie) routes it there automatically once you address the invoice to the right Peppol ID.
Why does the format matter so much?
Peppol invoices must comply with EN 16931, the EU's common semantic standard for e-invoicing, which fixes the exact fields every compliant invoice must carry — invoice and buyer references, VAT breakdowns, line items, totals — in a consistent structure. That consistency is what lets a public body's finance system validate and post an invoice without a person touching it. A PDF or a free-text email can't offer that guarantee, however professional it looks.
Is Peppol e-invoicing mandatory?
In Ireland, yes — for business-to-government (B2G) invoicing. Since January 2024, all suppliers invoicing Irish public sector bodies are required to submit Peppol-compliant invoices; paper and PDF invoices are no longer accepted by the major shared services (NSSO, HSE, LGMA, ESBS). B2B (business-to-business) Peppol e-invoicing is currently voluntary in Ireland, though the EU's upcoming ViDA (VAT in the Digital Age) rules will extend structured e-invoicing requirements to B2B transactions over the next few years.
