Peppol Invoicing for Sole Traders in Ireland

You don't need a company or an accounting package to send a compliant Peppol invoice — here's what sole traders and freelancers actually need to know.

Do sole traders need to use Peppol?

If you invoice an Irish public sector body — a government department, the HSE, a council, or an education body — as a sole trader, you're subject to the same B2G e-invoicing mandate as any limited company. Trading as an individual doesn't exempt you. If you only invoice private clients, Peppol isn't required today, but some larger private buyers request it anyway for their own processing efficiency.

VAT registration thresholds

Whether you need to register for VAT at all depends on your turnover:

  • €42,500 — annual threshold for supplying services
  • €85,000 — annual threshold for supplying goods

Below these thresholds, VAT registration is optional. Many sole traders register voluntarily anyway — public sector buyers and larger private clients often expect a VAT number on an invoice, and it's required to appear as a Peppol identifier field either way.

Your Peppol identifier as a sole trader

If you're VAT-registered, your Irish VAT number doubles as your Peppol identifier under electronic address scheme 9935. An Irish VAT number issued to an individual typically follows the format IE + 7 digits + a letter (e.g. IE1234567T), often derived from your PPS number. If you're not VAT-registered, you can still generate and send invoices, but you won't have a VAT-based Peppol ID — check with your buyer how they want to receive invoices in that case.

Why sole traders struggle with Peppol

Most accounting software aimed at sole traders (spreadsheets, basic invoicing apps, or even QuickBooks/Xero on lower tiers) doesn't generate Peppol-compliant UBL XML out of the box.
